European buyers are asking the same question this season: which self-contained air conditioners can we still legally sell after 2026 — and who can supply them at scale? An R290 portable or monobloc air conditioner is a self-contained cooling unit charged with propane (R290), a natural refrigerant with a GWP below 1 that sits entirely outside the EU F-Gas quota system, making it the only mainstream self-contained option with no phase-out deadline hanging over it. Why R290 is becoming the default for self-contained EU units
The driver is Regulation (EU) 2024/573, the revised EU F-Gas Regulation. For monobloc and other self-contained air conditioners up to 12 kW, refrigerants with a GWP of 150 or more are banned from being placed on the market from 1 January 2027. From 1 January 2032, any F-gas is banned in this category. R290 is propane — a hydrocarbon, not an F-gas — with a GWP below 1, so neither restriction touches it, and it already satisfies the 2032 end-state. The European Commission’s own guidance on climate-friendly alternatives points squarely at natural refrigerants for this equipment class.
For an importer, the practical consequence is simple: an R290 portable ordered today will still be legal to place on the EU market in 2027, 2032 and beyond, with no quota authorisations, no HFC price exposure, and much lower risk of holding stranded stock when a deadline lands mid-season.
What is driving demand right now
Regulation explains the “what”; the weather explains the “how fast”. During Europe’s 2026 heatwave, China’s portable AC exports jumped 72.8% year-on-year in June, with retailers across the continent selling out, as reported by the South China Morning Post. The portable and installation-free category grew more than 70% in Europe in 2025, and quick-connect “portable split” units retailing around €900 repeatedly sold out EU-wide in 2026.
The structural story is even stronger: average household AC penetration in the EU is only around 20%, versus roughly 90% in the United States, according to CNN — and Germany, long a single-digit market, has seen ownership jump to roughly 23%. Product scope: what “R290 self-contained” covers
Portable single-duct and double-duct units
The volume category for e-commerce and retail: wheeled indoor units with one or two exhaust ducts, typically 7,000–12,000 BTU class, sold through online marketplaces, DIY chains and electrical wholesalers. Under EU Ecodesign rules for portables (Regulation 206/2012), double- and single-duct units using refrigerants with GWP ≤150 must meet a minimum EER of 2.34 and carry an energy label — data we supply as part of the dossier.
Monobloc through-wall units
Self-contained units mounted through an external wall, with no refrigerant lines to connect and no F-gas-certified installer required. These serve hotels, small offices, garages and homes where a split is impractical — a strong fit for wholesalers serving installers and property managers alongside our light commercial AC range.
Quick-connect “portable split” concepts
The 2026 sell-out story in several EU markets was a leading Chinese brand’s quick-connect unit: a split-type product with pre-charged couplings marketed for self-installation. R290 versions of this concept are emerging, and we can scope them within an OEM program — but whether self-installation is permitted, and under what conditions, varies by member state, so we treat quick-connect projects as subject to per-market verification before committing to a launch.
Who actually builds these units — our model, honestly
Shangfeng HVAC’s own factory manufactures hydronic products: fan coil units (FP-34 through FP-238), air handling units and chillers, with EUROVENT and CE certification and ISO9001 systems. We do not manufacture R290 portables and monoblocs ourselves. Instead, our R290 line is sourced from audited partner factories and OEM-managed by us: we handle factory selection and auditing, compliance documentation, and pre-shipment quality control. We state this openly because it is exactly the information an importer needs to assess risk — you get a factory-side partner in China whose reputation rides on the audit trail, not a trading company reselling whatever is available that week.

A typical private-label project runs: requirements and target-market review, shortlisting from our audited factory pool, sampling and test data review, branding and packaging development, compliance file assembly, then production with in-line and pre-shipment inspections. The compliance dossier we provide
One point of honesty that surprises new importers: if you private-label, you legally act as the manufacturer in the EU. That means the CE technical file, the Declaration of Conformity, and WEEE and packaging EPR registrations sit in your name. A3 refrigerant quality control and shipping
Propane is an A3 (flammable) refrigerant, and that shapes both engineering and QC. Partner factories are selected for A3-capable lines — charge-limited designs, sealed systems, spark-free electrics — built to the applicable requirements of IEC/EN 60335-2-40 for flammable refrigerants; the exact edition and clauses applied are confirmed in each project’s test file. Our pre-shipment QC adds leak checks, charge-weight verification and marking review on top of standard functional testing.
For transport, charged R290 units ship as UN 3358, Class 2.1. In practice most consignments move under IMDG Special Provision 291, which typically exempts units whose charge is contained in tested pressure components — your forwarder confirms the classification per shipment. EU importers typically negotiate September–December and ship January–April to land stock before summer. Production lead time is confirmed per order; transit from Zhengzhou is typically 15–22 days by rail or 4–6 weeks by sea, depending on routing.
